As Information and Communication Technology (ICT) has become a part of the daily lives of those working in social change, there is a need to understand what ICT can and cannot do.  The newer technologies have tended to be championed by enthusiasts, with the result that there are many unsustainable pilot projects, and with a general ignoring of good development practice.
